Govind Persad, JD, PhD, is an Assistant Professor in the Department of Health Policy and Management in the Bloomberg School of Public Health and in the Berman Institute of Bioethics.
Dr. Persad’s research interests include the ethical and legal dimensions of health insurance, health care financing (both domestically and internationally), and markets in health care services, as well as the ethics and regulation of medical research. He also is interested in distributive justice, including the allocation of scarce medical interventions, and in the ethical issues posed by social and economic mobility.
His work has been published in journals including The Lancet, American Journal of Law and Medicine, Ethics, and several law reviews.
Dr. Persad received a PhD in Philosophy (2015) and JD (2013) from Stanford University, where he was a Stanford Interdisciplinary Graduate Fellow and a Student Fellow at the Stanford Center for Law and Biosciences. Prior to joining the faculty at Johns Hopkins, he was a postdoctoral fellow in the Department of Strategy, Economics, Ethics, and Public Policy at Georgetown University, where he taught an undergraduate course on ethics and markets. During 2014-15, he served as a law clerk for the Hon. Carlos Lucero, United States Court of Appeals for the Tenth Circuit, and during 2013-14, he was a visiting lecturer at the University of Pennsylvania’s Department of Medical Ethics and Health Policy. Prior to graduate school, from 2006-08, he was a pre-doctoral fellow at the Department of Bioethics, National Institutes of Health.
